Measurement Requirements & Analysis

Committee work is done through permanent volunteer committees made up of of NCSLI Members that meet on a quarterly basis. One of the best ways to become involved with NCSLI is to serve on one of our many committees. Committee members work together to advance projects, study and deliberate current metrology issues.

Jay Klevens

Jay Klevens is the founder and president of Ohm-Labs, Inc, the only USA company to focus exclusively on metrology grade resistor products. Jay started in high school as a Heath Kit builder and pursued a dual degree path in physics and literature. He learned hands-on as a technician in consumer and industrial electronics, then went on to found Process Instruments, a commercial calibration company with industrial control support capability. In 2006 Jay spun off the resistor business to form Ohm-Labs. Since then, he has pursued continuous improvements in Resistance Standards, Precision Current Shunts, and resistive High Voltage Dividers.

Regan Johnson

Raegan Johnson received her Ph.D. in Materials Science from The Pennsylvania State University where she focused on structure-property-relationships of ferroelectric and dielectric thin films. Raegan has more than 5 years’ experience in the field of metrology and is a staff member at the Primary Standards Laboratory (PSL) at Sandia National Laboratories. At the PSL, Raegan primarily promotes R&D efforts in metrology and focuses on quantum and intrinsic electrical standards such as the Programmable Josephson Voltage Standard and the Josephson Arbitrary Waveform Synthesizer.

Michael Bair

Mike has 44 years of experience in the calibration field. His first four years were with the US Navy on a nuclear submarine tender as a calibration technician. He was one of the first five students in the USA to obtain an AAS in Metrology from Butler County Community College. He completed a practicum for his degree at DH Instruments, Inc. in 1983 and was I hired on permanently. In 1995 he was promoted to Corporate Metrologist with responsibilities of traceability and methods for DHI pressure and gas flow disciplines. In 1997 he acquired the Designated Quality Representative responsibilities overseeing a 10CFR50 APPX B and Z540.1 quality program, and obtained accreditation to ISO 17025 in 2001. He has been an instructor for DHI and Fluke trade schools since 1986 and the Advanced Piston Gauge Metrology class since 2001. He has presented multiple papers at NCSLI winning best paper awards in 1999, 2008 and 2011. He has hosted a pressure tutorial at NCSLI at 14 different conferences in a 17 year span. He is a member of the IMEKO TC-16 working group since 2009 and has presented at CCM/TC-16 conferences. Mike has recently taken on the role as Fluke’s 17025 Quality Manager in October 2020.
